JR brings more than two decades of experience leading complex technology initiatives across federal, financial services, healthcare, defense-adjacent, and enterprise environments. His background includes directing mission-critical modernization programs for agencies and organizations supporting large-scale public-sector operations, including IRS, OPM, FDIC, DHS, and commercial financial systems. A certified Portfolio Management Professional, and DevSecOps strategist, JR combines executive program leadership with hands-on technical depth across software engineering, cloud architecture, cybersecurity, AI/ML, and compliance-driven delivery. Through Maven, JR helps organizations modernize legacy systems, govern emerging AI capabilities, strengthen technology operations, and turn complex digital transformation challenges into scalable business advantage.
